For Fallout 3 on the PC, a GameFAQs message board topic titled "Any way to change perks with console command?".
You shouldn't attempt this when the perk chart is up, as it will take effect, but the stars will remain in place. You should also start removal from the highest tier of a perk, and start adding(if you want to use the console command) from the lowest level. This is a least a slightly safer way to add/remove perks.
player.addperk - Adds to your character's perks. Like with the weapons codes, replace base id with the code of the perk you wish to implement. lol I wasn't getting any timely answers so I did some digging of my own and found setav in the Fallout 3 command list. I also believe that if you pull up the perk chart and have the console out you can click on the perks to get their codes. And yeah stuff like this early on is helpful to the community.
LOL. If you just want to grab a perk you feel you need and missed, by all means just add it. the command is player.addperk you can google FO4 perks there are a few complete lists out there or just type Help "perk name" into the console and you'll get a short list. generally the lower the ID the lower the rank.
Once you're in your console, you're going to want to de-spec before you start re-specing. Record how many skill points you're refunding because it's not automatic. Refunding perks. First you want to refund perks in a tree that you're refunding. To do so, type "player.removeperk [PerkID]". To find the PerkID, use this image:
